Cage size...

Ok, so I thought I knew what size would be good...and am picking it up tomorrow. The cage is 18w x 16d x 28h. I am hoping this will suffice for at least 6 months....
The plan is to have the tiel out quite often during the day as I homeschool kids and work only part-time.
My question is, how many hours a day should the bird be out? Will this size cage suffice if the bird is out 3-4 hours a day?

The size is sufficient. It is up to you to decide how long should the Tiel be out of the cage.
