Have had cockatiels for about 12 years. I now have three rescued males. One has a feather problem. New feathers grow but then remain encased in the myelin sheath and I think Ringo is chewing them off, or they drop off. He has no long tail feathers and I notice that he chewed off or lost a wing feather, causing some bleeding. Any ideas about what's wrong and how to fix it?

How old is he? As for the Myelin Sheath it comes off as Cockatiel preen themselves.
